Handling or logistics charges are fees some dealers add to an on-road quote for moving, storing and preparing the car. They are not a government tax or fee. Maharashtra's transport department tried to stop them in 2018; in 2019 the Bombay High Court, in an interim order, let dealers keep charging customers who agree to pay. So the line is negotiable: ask what it covers, and ask for it to be removed.
