A BH, or Bharat series, registration stays valid when you move to another state, so you do not have to re-register the car. It is voluntary and open to defence staff, central and state government and public-sector employees, and employees of private companies with offices in four or more states or union territories. Road tax is paid for two years at a time instead of in one lump sum.
