Road tax is a tax the state charges when a car is registered; for a private car it is usually paid once, up front. States charge a percentage of the price that rises in price bands and differs by fuel (Delhi, for example, adds 25% to the tax on a diesel car), so the same car costs a different amount on the road in different states.
