Under the national vehicle scrappage policy, an old car is scrapped at a registered vehicle scrapping facility (RVSF), which issues a certificate of deposit. A new car bought against that certificate pays no registration fee and, in states that have adopted it, up to 25% less road tax for a private car; carmakers have also offered limited-period discounts against it.
